Digital safeguarding: from compliance to culture
Safeguarding in digital contexts extends beyond website blocking. It is about creating an environment where students can explore safely while developing the critical thinking skills to navigate online independently.
Part 1 — Understanding the difference
- Filtering — the reactive, defensive part. Prevents access to inappropriate or harmful content by blocking websites, images or videos: a protective barrier against explicit material and hate speech.
- Monitoring — the proactive, educative part. Actively checking technology use to identify risks: flagging concerning keywords, detecting blocked-site access attempts, and spotting signs of cyberbullying.
Used together, they prevent harm while enabling timely intervention.
Part 2 — Statutory guidance for all schools
Under Keeping Children Safe in Education:
- Governing bodies must ensure appropriate filtering and monitoring systems exist
- Systems must be regularly reviewed for effectiveness
- All staff require online safety training
- A DSL takes lead responsibility for online safety
